No longo e diversificado currículo de Arroyo, destacam-se especializações como Planejamento Estratégico do Desenvolvimento Local, Gestão Metropolitana & Economia Local e Processos de Integração Regional, além do doutorado em Cooperação Econômica para o Desenvolvimento pelo Universidade de Valência, na Espanha. O convidado também possui uma grande produção científica e participação em diversos projetos de pesquisa, bem como experiência profissional em prefeituras e organizações do Terceiro Setor.
